It does not provide telematics or ELD hardware; it manages the documents that prove compliance.

Why DOT compliance is a documents problem.

For a motor carrier, an FMCSA audit is decided on paper. Under 49 CFR §391.51, every driver must have a Driver Qualification File containing thirteen specific documents — the §391.21 employment application, the §391.23 background investigation, the §391.25 annual review of driving record, the §391.43 medical examiner's certificate, the road test certificate, and more. Several of those documents carry their own renewal cycle: the §391.25 annual review must be re-performed every twelve months, and the §391.43 medical certificate expires on a date set by the examiner.
