UCR Registration Requirements
for Trucking Companies 2026
Quick Answer
UCR (Unified Carrier Registration) is an annual federal registration program required by 49 USC 14504a. Every motor carrier, freight broker, freight forwarder, and leasing company engaged in interstate commerce must register with UCR each year. This includes carriers based in any of the 41 participating states.
Unified Carrier Registration is required annually for every interstate motor carrier — including owner-operators. Here's who must register, what it costs, and what happens if you miss the deadline.
UCR does not auto-renew. You must register every year. Registration opens in October for the following year. Carriers who don't register before January 1 are technically operating out of compliance. FMCSA verifies UCR status during New Entrant Safety Audits and Compliance Reviews.
Who Must Register for UCR
- Motor carriers operating in interstate commerce
- Owner-operators with their own MC authority
- Freight brokers arranging interstate shipments
- Freight forwarders (interstate)
- Leasing companies that lease CMVs to interstate carriers
- Carriers based in non-participating states (register via a participating state)
- Carriers operating exclusively intrastate (within one state only)
- US government vehicles
- Vehicles used for personal, non-business purposes
- Owner-operators who operate exclusively under a leasing carrier's authority (no own authority)
- Note: Verify with your state's UCR contact if unclear

How to Complete UCR Registration
Visit ucr.gov — the official national registration portal. Create an account using your USDOT number and company information.
Your base state is typically the state where your carrier is registered. If you're in a non-participating state, you'll select the nearest participating state.
Count all CMVs used in interstate commerce. This determines your fee tier. Count accurately — under-reporting is a violation.
Pay by credit card, check, or ACH. You'll receive a confirmation and UCR receipt immediately upon payment.
Store the UCR receipt in your compliance files. FMCSA auditors and some states require proof of current UCR registration. Keep it with your operating authority documents.
UCR vs Other Carrier Registration Requirements

UCR Registration FAQs
What is UCR and who must register?
UCR (Unified Carrier Registration) is an annual federal registration program required by 49 USC 14504a. Every motor carrier, freight broker, freight forwarder, and leasing company engaged in interstate commerce must register with UCR each year. This includes carriers based in any of the 41 participating states. Carriers based in non-participating states (Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont, Wyoming, and DC) must still register through another participating state. Owner-operators with their own operating authority must register separately from any carrier they lease to.
When is UCR registration due each year?
UCR registration opens in October for the upcoming registration year. Technically, registration must be completed before operating in interstate commerce in the new calendar year. The formal deadline is January 1, though enforcement typically begins a few months later. Carriers should register in October or November to avoid any lapse. Registration is required annually — it does not auto-renew. The UCR fee is based on fleet size (number of motor vehicles) and ranges from $76 (0–2 vehicles) to over $66,000 for very large fleets.
What is the UCR fee for small fleets and owner-operators?
UCR fees are tiered by fleet size. For the 2026 registration year: 0–2 vehicles: $76; 3–5 vehicles: $228; 6–20 vehicles: $532; 21–100 vehicles: $1,443; 101–1,000 vehicles: $8,938; 1,001+ vehicles: $66,000+. These fees are set annually by the UCR Agreement Board and can change year to year. Owner-operators with a single truck typically pay the minimum $76 fee. The fee covers all states — you do not pay UCR separately to each state.
What happens if a carrier operates without current UCR registration?
Operating without current UCR registration is a violation of federal law (49 USC 14504a). State DOT officers can cite carriers for operating without UCR registration at roadside inspections. The violation typically carries fines in the range of $200–$1,000 depending on state. More significantly, FMCSA can flag the carrier's SAFER profile and insurance filings may be affected. During a New Entrant Safety Audit or Compliance Review, FMCSA will verify current UCR registration as part of the carrier's operating authority documentation.
Is UCR separate from FMCSA registration?
Yes. FMCSA registration (DOT number, operating authority/MC number) and UCR are separate requirements. Getting a USDOT number and operating authority from FMCSA does not automatically satisfy UCR requirements. UCR is administered by individual states through the UCR Agreement (ucr.gov) — not directly by FMCSA. However, FMCSA does monitor UCR compliance during audits. Carriers must complete both: (1) FMCSA registration for operating authority; (2) annual UCR registration for interstate operating compliance.
